ال- مانیتور مطلع شده است که گروه های کورد مخالف ایران با مقامات دولتی ایرانی در اسلو برای دور سوم مذاکرات در ماه اوت ملاقات خواهند کرد.


جلسات، که توسط یک سازمان نروژی که به حل و فصل مناقشات منجر می شود که این در واقع به معنای میانجگری است، این برای نخستین بار است که رژیم ایران از زمان انقلاب اسلامی سال 1979با احزاب کورد روی میز مذاکره نشسته است و برای اولین بار این مذاکره در حضور تسهیل کنندگان خارجی انجام شده است

یکی از مقامات یکی از چهار حزب اپوزیسیون کوردی که در جلسات حضور دارند، که توسط مرکز حل و فصل مناقشات نروژی به نام NOREF همکاری می کنند گفت: «مذاکرات نباید با مسائل دیگر اشتباه گرفته شود. این روند ادامه تلاش برای ایجاد یک بنیاد، یک چارچوب برای مذاکرات اساسی، بیشتر برای اندازه گیری از اهداف متقابل به منظور تعیین اینکه آیا آنها صادقانه هستند.من برای دومین بار معتقدم که رژیم ایران صادق نیست”این رسوم احساساتی را که از سوی دیگر منابع مخالف کردی که هرکدام با توجه به ماهیت ظریف موضوع مورد بحث و گفتگو قرار گرفتند.

توافق موجود در میان گروه های کوردی مخالف رژیم ایران این است که همکاری تهران با NOREFبا  هدف مخالفت مخالفان کرد مسلح با همکاری ایالات متحده است، اگر این اقدام نظامی علیه ایران باشد.

عضو دومین اپوزیسیون کورد در ایران تأیید کرد که هیئت ایرانی، به رهبری سید محمد کاظم سجادپور، دیپلمات سابق ایران حضور داشته است و اعلام کرده است که اخیرا  محمد جوادظریف وزیر امور خارجه تهدید کرده است که  چناچه احزاب کورد توصیه های تهران را نادیده بگیرند، با عواقب ناخوشایند روبه رو میشوند.

این عضو اپوزیسیون کورد گفت: “هدف ایرانیها خنثی کردن هر گونه همکاری بین ما و ایالات متحده است.” “ما موافقت کردیم که بخشی از آن را بخاطر داشته باشیم، زیرا ما می خواهیم نشان دهیم که می خواهیم یک راه حل سیاسی برای مسئله کورد به ما نشان بدهند، بنابراین ما نمی توانیم افراد ضعیف را برچسب گذاری کنیم.

 

تمام منابع کردی که با ال مانیتور صحبت می کردند، انکار کردند که مقامات آمریکایی با آنها تماس گرفته اند تا درباره همکاری علیه رژیم ایران صحبت کنند.

 

کوردها در مقابله با رژیم ایران قرار دارند. آنها تنها کسانی هستند که رژیم واقعا از آن بترسند.» برزو الیاسی، استاد دانشکده دانشگاه لیندسی سوئد، به ال مانور گفت: همانطور که تحریم های اقتصادی ایالات متحده از لحاظ اقتصادی  فشار بیشتری رو ایران وارد می کند و رژیم “مشروعیت خود را از دست می دهد. و هنگامی که احساس ضعف می کند، به سوی احزاب کورد تغییر جهت می دهداگر واقعا خواهان  حل کردن مسئله کرد هستید این امر شدنی است ولی  بدون داشتن مشارکت مردم کورد با احزاب، اینطور نیست؟

جاناتان اسپیر، مسئول مرکز گزارشها و تجزیه و تحلیل خاورمیانه که یک اتاق فکر اسرائیلی است به ال منیتور گفت: “به نظر می رسد مسئولین ایرانی واقعا از امکان مورد استفاده قرار گرفتن گروههای پراکسی و مخالف ایران در جنگ علیه خودشان نگران هستند. این امر می تواند، اقدامات ایران علیه این گروهها در سال گذشته را توجیه و تفسیر کند.

اسپیر افزود: “حقیقت این است که پشتیبانی بسیار کمی از سوی امریکا از این گروههااا به عمل آمده است.”

یکی از مسئولین رسمی کورد ایران که در نشست اسلو حضور داشته است، اظهار داتش: “رژیم هر گاه که تحت فشار و تهدید قرار می گیرد متوجه کوردها می شود، همچنانکه پس از انقلاب نیز به نشست با کوردها اقدام نمود چرا که در زیر تهدید انقلابیون قرار داشت و پس از پایان جنگ بین ایران و عراق در سال 1989 نیز به مذاکره و نشست با کوردها مبادرت ورزید و همچنین در سال 2003 نیز که ائتلاف امریکا در عراق بوجود آمد، جمهوری اسلامی ایران به نشست با احزاب کورد در ایران پرداخت.”

یکی از گروههای مسلح که در این مذاکرات و نشست ها غائب است؛ گروه پژاک است که دیگر گروههای کوردستان ایران، پژاک را به این دلیل که پیوستگی و وابستگی با پ ک ک دارد، را انکار می کنند که پ ک ک یک حزب نظامی کوردی از کوردهای ترکیه است که با نیروهای ترک در جنگ می باشد. آنها همچنین پژاک را به همکاری با ایران متهم می کنند که این گروه آنرا رد می نماید. الیاسی گفت که محروم نمودن PJAK توسط سایر احزاب ک.ردی، همان تقسیم بندی ات است که خود رژیم ایران به دنبال آن است.

نشست اسلو قرار بوده است که نهانی باقی بماند. آنها ابتدا در هتلی در پایتخت نروژ در ماه می نشست داشتند و سپس دوباره در اواخر ماه ژوئیه (جون) و با حضور هر چهار حزب که در مرکز همکاری احزاب کورد ایران با هم همکاری دارند برگزار شد، نهادی که در سال 2018 جهت غلبه و توافق بر مسائل بین المللی بین احزاب کورد ایران بوجود آمد. دو تا از احزاب عضو تحت نام حزب دمکرات کوردستان بنا شده اند در حالیکه دو عضو دیگر جناحهای کومله می باشند که به سه بخش تقسیم شده است. بخش کمونیستی در این نهاد عضو نمی باشد.

همچنانکه در شبکه های اجتماعی منعکس شده است، این چهار عضو طی بیانیه ای در سیزدهم ژوئیه نشست و ارتباط با رژیم را تایید کرده اند که به طور مختصر در بیانیه امده است: “ما با برخی از مراکز بین المملی و اعضا جهت یافتن راهی صلح آمیز برای مسئله کورد در ارتباط هستییم و هرگاه راه حلی جدی برای حل مسئله کورد در کوردستان شرقی تعیین شد آنرا به اطلاع عموم می رسانیم.”

یکی از مسئولین احزاب کورد گفت: “کوردها احتمالا اطمینان کمی دارند، ما تجربه تلخی در رابطه با نتیجه و پیامد اینچنین نشست هایی با جمهوری اسلامی ایران و مخفی نگه داشته شدن انها داریم، ما در این مذاکرات مخفی کشته شده ایم.”

او به ترور دکتر عبدالرحمن قاسملوف یکی از رهبران کورد ایران در مذاکره با جمهوری اسلامی ایران اشاره می کند که در اسل 1989 از سوی جمهوری اسلامی ایران در حین مذاکرتی اینچنین مخفی با مسئولین جمهوری اسلامی ایران ترور شد. صادق شرفکندی که پس از دکتر قاسملو رهبری حزبش را برعهده داشت نیز   در اسل 1992 در برلین از سوی جمهوری اسلامی ایران ترور شد.

الیاسی گفت: “ترور قاسملو به صورت نامحسوسی در روح  و روان کوردها تاثیر برجای گذاشته است.”

یکی از مسئولین احزاب کورد که به اسلو سفر کرده است گفت: “نیروهای امنیتی نروژمسئول حمایت از ما بودند، هتل را بررسی نموده و از این امر که هیچ نوع تهدیدی وجود ندارد اطمینان حاصل کرده بودند.”

حال، حتی زمانیکه احزاب کورد خود را برای سومین مواجه آماده می کنند،  سران نیروهای سپاه پاسداران انقلاب اسلامی ایرا نیروهای اپوزیسیون کورد را هدف حملات خود قرار در مناطق مرزی قرار داده اند. یکی از مسئولین کورد حاضر در نشست اسلو در گفتگو با ال-مونیتور گفت: “نیروهای سپاه، در روزهای 10 و11 ماه جولای  کاتیوشا به  روی کوردها گشودند و مقر کوردها در مناطق کوهستانی سیدکان را با استفاده از پهباد مورد حمله قرار دادند که این مناطق مرزی، ایران و عراق را از همدیگر جدا می کند. در این حملات سه تن از پیشمرگها زخمی شدند. یکی از آنها روز گذشته درگذشت که به یکی از جناحهای کومله متعلق بوده است.”

سپاه پاسداران طی بیانیه ای که از سوی سایت رسمی ایران “ایسنا” منتشر شده است گفت: “شمار چشمگیری از تروریستها کشته و زخمی شده اند.”

سپاه تروریستی پاسداران اعلام کرد که این حملات به تلافی کشته شدن اعضای آن بوده است که طی چند حمله، دستکم پنج تن از نیروهای سپاه کشته شده اند. در میان کشته شدگان، حاصل احمدی قرار داشت که یک کورد بود ک ه در 9 ماه جولای در پیرانشهر کشته شد. احمدی از سوی کوردها به عنوان “جاش” شناخته شده است که به معنای “الاغ” می باشد، واژه ای که از سوی کوردها برای عناصر کوردی که با رژیم همکاری دارند، استفاده می شود. حزب دموکرات کوردستان که از حزب دمکرات کوردستان ایران منشعب شده و متهم به انجام این حمله بود، رسما آنرا انکار کرد که این حزب نیز یکی از احزاب حاضر در نشست اسلو می باشد.

سایپر می گوید: “یک چیز عجیب و غریب این است که هیچ کدام از احزب کورد مسلح مخالف با رژیم ایران در مبارزه ای کامل با رژیم ایران قرار ندارند، چرا که آنها بر محدودیت توانائیهای خود واقف می باشند.” یکی دیگر از فاکتورها این است که حکومت اقلیم کوردستان عراق، که میزبان انها می باشد، هیچ علاقه ای به این مسئله ندارد که منطقه آنها از سوی کوردها علیه ایران مورد استفاده قرار گیرد.

Tehran courts Kurds as Washington amps up rhetoric against Iran

Iranian Kurdish opposition groups will meet with Iranian government officials in Oslo for a third round of talks in August, Al-Monitor has learned. The meetings, to be mediated by a Norwegian organization devoted to conflict resolution, mark the first time the Iranian regime has sat at the same table with multiple Kurdish groups since the 1979 Islamic Revolution,  and the first time that it has met with any Kurdish party in the presence of foreign facilitators.

The talks should not be confused with negotiations,” said an official from one of four Iranian Kurdish opposition parties participating in the meetings, which are being brokered by the Norwegian Center for Conflict Resolution, known as NOREF. “The process is a continuation of seeking to lay a foundation, a framework for substantive negotiations, more of a sizing up of mutual intentions to gauge whether they are sincere. I don’t believe for a second that the Iranian regime is sincere.” The official echoed sentiments aired by other Iranian Kurdish opposition sources, who all spoke on condition of anonymity due to the delicate nature of the subject.

The prevailing consensus among the Iranian Kurdish groups is that Tehran’s cooperation with NOREF is aimed at dissuading the armed Iranian Kurdish opposition from collaborating with the United States, should the latter take military action against Iran

A second Iranian Kurdish opposition member confirmed that the Iranian delegation, led by Seyed Mohammad Kazem Sajjadpour, a veteran Iranian diplomat who currently advises Foreign Minister Mohammad Javad Zarif, had “threatened” the Kurdish side with “unpleasant consequences” if they failed to heed Tehran’s advice.

Their aim is to thwart any cooperation between us and the United States,” the Kurdish opposition member said. “We agreed to take part because we want to show good will, to prove that we want a political solution to the Kurdish problem, so we don’t end up getting labeled the bad guys.”

All of the Iranian Kurdish sources who spoke to Al-Monitor denied that US officials had contacted them to discuss collaboration against the Iranian regime.

The Kurds have been at the forefront of opposition to the Iranian regime. They are the only ones that the regime truly fears,” Barzoo Eliassi, an associate professor at Sweden’s Linnaeus University, told Al-Monitor. As US sanctions squeeze Iran economically, the regime “is losing its legitimacy. And when it feels weak, it turns to the Kurdish parties. If it really wanted to solve the Kurdish problem, it would go ahead and give the Kurdish people their rights without having to engage with the parties at all. It doesn’t.”

Jonathan Spyer, director of the Middle East Center for Reporting and Analysis, an Israeli think tank, told Al-Monitor, “The Iranian authorities appear to be genuinely concerned at the possibility of the use by the United States of indigenous Iranian paramilitary groups in a proxy war against them. This would explain the marked uptick in actions against such groups in the last year.”

Spyer added, “The irony is that there is little evidence for any meaningful support afforded by the United States to these groups.”

One of the Iranian Kurdish officials participating in the Oslo talks concurred. “The regime reaches out to the Kurds when it’s under threat or vulnerable, as it did immediately after the revolution, at the end of the war with Iraq in 1989 and following the American occupation of Iraq in 2003. There’s a pattern,” he said.

Absent from the deliberations is the one armed group that arguably wields the most heft: the Kurdistan Free Life Party (PJAK). Other Iranian Kurdish parties reject PJAK as “outsiders” because of the group’s close links to the Kurdistan Workers Party (PKK), a Kurdish militia founded by Turkish Kurds that fights the Turkish army. They also accuse PJAK of acting with Tehran, a claim the group rejects. “PJAK’s exclusion by other Kurdish parties mirrors the very same divisions that the Iranian regime itself seeks to sow,” Eliassi said.

The Oslo meetings were meant to be secret. They first took place at a hotel in the Norwegian capital in May, and then again in late June, with the presence of all four parties of the Cooperation Center of Iranian Kurdistan’s Political Parties, a body launched in early 2018 to overcome chronic internecine feuds. Two of the parties were rival factions of the Kurdistan Democratic Party (KDP), while the remaining two were rival iterations of the left wing Komala, which is split in three. The communist version did not take part.

But as leaks surfaced in social media, the body confirmed in a July 13 statement infused with caveats that contacts with the regime had occurred. “We are in touch with some international centers and partners to find a peaceful solution to the Kurdish question,” the brief statement read. “Whenever the terms of serious negotiations for resolving the Kurdish question in Eastern Kurdistan are set, we will for certain inform the Kurdish public about this.”

The Kurds likely did the leaking — for insurance. “We have a bitter experience of how things turn out when such meetings are kept secret,” said an Iranian Kurdish party official. “We get killed.”

He was alluding to the murder of legendary Iranian Kurdish politician Abdul Rahman Ghassemlou in Vienna in 1989. Iranian operatives killed Ghassemlou in the same room where he had been secretly negotiating with Iranian officials. Sadegh Sharafkandi succeeded Ghassemlou as secretary-general of the Kurdistan Democratic Party of Iran, only to be gunned down in a Berlin restaurant in 1992.

Eliassi said, “The Ghassemlou murder is indelibly etched into the Kurdish psyche.”

A Kurdish official who traveled to Oslo said, “The Norwegian security services were responsible for our protection, checking out the hotel and making sure that no mischief could occur.”

Yet, even as the parties prepared for their third encounter, Iran’s elite Islamic Revolutionary Guard Corps targeted Iranian Kurdish opposition outposts. The Revolutionary Guards fired Katyusha rockets and launched armed drones at the Kurdish bases in the mountainous Sidekhan region, which separates Iraq from Iran, on July 10 and 11, wounding three peshmerga fighters. One died yesterday, an Iranian Kurdish official told Al-Monitor. They belonged to one of the Komala parties represented in Oslo

The Revolutionary Guards claimed in a statement, as quoted by Iran’s semiofficial Tasnim News Agency, that “a large number of terrorists were killed and wounded.”

They said the strikes were retaliation for recent attacks that killed at least five members of the elite corps in western Iran. Among those killed were Col. Hassel Ahmedi, an ethnic Kurd who was killed in Piranshahr July 9. Ahmedi was reviled by local Kurds as a “jash,” or donkey, the term used for Kurdish collaborators with the regime. The Kurdistan Democratic Party, an offshoot of the Kurdistan Democratic Party of Iran, which was blamed for the attacks, denied responsibility. It is also participating in the Oslo talks.

The odd thing,” said Spyer, is that none of the armed Iranian Kurdish groups “are engaged in a full insurgency against the regime, because [they] are aware of their own limited capacity.” Another factor is that the Iraqi Kurdistan Regional Government, which hosts them, “has no desire to see its territory used for such a campaign.”
